In Starfield, there are numerous smaller colonies, a handful of medium-sized settlements such as Cydonia, and then three rather large cities: New Atlantis, Akila City, and Neon City. Among them, you can travel back in time to New Atlantis within half an hour and soon after, reach New Akila.

How To Reach Neon In Starfield
Neon is located within the Volii system. Volii has a recommended level of only five, which means that players are welcome to fly there right from the beginning. However, if you are still piloting the Frontier spacecraft and haven't upgraded it accordingly, the distance of 22 light-years indicates that your maximum range is insufficient to transport you there using a gravitational jump.

Unlike some places the early game quests can send you to—some of which are quite far away, with recommended levels in the forties!—it's quite straightforward to reach the Volii system by setting a course for the Olympus system when coming over from Alpha Centauri. From there, any spacecraft can safely bridge the relatively short distance between Olympus and Volii.
The planet on which Neon City is located is called Volii Alpha, and there will be nothing to prevent you from going there directly once you arrive here.
What's There To Do In Neon City?
The question of what there is to do in Neon City is a bit like asking what there is to do in Las Vegas, except in this case, there is likely a broader range of answers for people who are not interested in gambling. Undoubtedly, the main attraction is the Ryujin Industries faction, one of the four major factions in Starfield.
