Titanium is a fairly rare resource that only occurs on a few space rocks and is used in some significant research recipes, including outpost defenses and a large number of weapon mods. While it is possible to buy the stuff from store owners, you'll have to venture into the final frontier yourself if you want a large quantity of it.
Where To Find Titanium
As a natural resource, you'll need to hop from planet to planet to find good sources of titanium. There are 41 planets and moons throughout the galaxy that have titanium deposits.
You can also buy titanium from some store owners throughout the galaxy. Good places to look are Jemison Mercantile in New Atlantis on Jemison and the Mining League on Neon.
Harvesting Titanium
To mine the rare metal yourself, you'll need to travel to one of the planets or moons where it can be found. The following are easily accessible at the beginning of the game and shouldn't pose too many dangers:

Use your scanner to identify rocks from a distance - you'll be able to recognize whether a mineable mineral is titanium from a considerable distance.
These planets will also have large deposits of titanium hidden underground. These can only be accessed by using extractors, which can only be built near outposts. Therefore, you'll need to first establish an outpost near your desired mining area.
You can also use your scanner to locate these underground deposits - you can identify their location based on the coloration of the ground - the surface above a titanium deposit will have a steel gray color.
Of course, to operate an extractor, you'll need to build a power source - make sure you have the right recipes unlocked and the necessary materials at hand. With an extractor, you can obtain a large quantity of titanium with relatively little effort.
